Mozambique Rovuma Venture, MRV, led by Eni, has launched an international call for expressions of interest for the development of a third floating liquefied natural gas production unit in the Rovuma Basin off the coast of Cabo Delgado.

According to the tender information, the consortium is seeking companies capable of delivering an engineering, procurement, construction, installation and commissioning contract for a new large scale floating liquefied natural gas unit to be deployed in Area 4 of the Rovuma Basin. The planned facility would have a production capacity of up to six million metric tonnes per annum.
The scope of work covers the full delivery of the unit, including engineering, procurement, construction, transport, mooring, commissioning, operational start up and performance testing. The infrastructure is expected to operate in ultra deepwater conditions of around 2,000 metres.
The call for expressions of interest is open until 3 July and requires bidders to demonstrate experience in floating liquefied natural gas projects or comparable offshore developments completed over the past ten years. Companies are also xpected to present technological solutions for gas liquefaction and identify suppliers for mooring and storage systems.
The initiative comes a little over a month after Eni confirmed it was assessing progress toward a third floating liquefied natural gas project in Mozambique, following Coral Sul, which has been in production since 2022, and Coral Norte, which reached a final investment decision in October 2025.
Eni has previously highlighted that the Rovuma Basin holds significant natural gas resources, supporting both ongoing developments and new opportunities for expansion. The company has pointed to the success of Coral Sul as proof of concept for floating liquefied natural gas technology in the region.
Coral Sul, Africa’s first ultra deepwater floating liquefied natural gas platform, currently produces around 3.4 million tonnes of LNG per year and has already completed more than 120 cargo shipments since starting operations. Over its lifetime, it is expected to generate about US$16 billion in tax revenue.
Coral Norte, with an investment of US$7.2 billion, is expected to begin production in 2028 and double the production capacity of Area 4. It is projected to generate around US$23 billion in tax revenue over 30 years of operation.
Mozambique Rovuma Venture represents the Area 4 concession partners, including Eni, the National Hydrocarbons Company, China National Petroleum Corporation, Korea Gas Corporation and XRG of the United Arab Emirates.
Mozambique is advancing several major gas developments in the Rovuma Basin, which is regarded as one of the world’s largest natural gas provinces. These include the Mozambique LNG project led by TotalEnergies, which has resumed after a long suspension, and the Rovuma LNG project led by ExxonMobil, which is expected to reach a final investment decision later this year.
