South Africa’s Second Nationally Determined Contribution published

  • South Africa’s Second Nationally Determined Contribution (NDC) under the Paris Agreement sets updated greenhouse gas mitigation targets and adaptation goals for 2031–2035, with a new 2030 mitigation target of 350-420 MtCO2e.

The draft document outlines updated mitigation and adaptation plans, seeks to align with national development, and includes specific national goals for adaptation, such as water security, disaster risk management, and resilient infrastructure. It also addresses loss and damage, the need for climate finance, and aims for net-zero emissions by 2050.

The draft identifies eight national adaptation goals, including water security, disaster risk management, resilient infrastructure, and food systems. It proposes priority interventions and tracking metrics for each goal. Adaptation planning and reporting are required across all levels of government under the Climate Change Act.

The NDC highlights the need for a Just Adaptation and Resilience Investment Plan to mobilize international finance. It sets a target to access significantly higher levels of climate finance, with a goal of a floor of USD 8 billion per year by 2030.
