The National Energy Regulator of South Africa has extended the public consultation period for its draft market inquiry into fixed charges and generation capacity charges applied by electricity distributors. The new deadline for written submissions is 8 September 2026, moved from the original closing date of 27 July 2026.
The regulator said the extension follows requests from stakeholders for additional time to prepare detailed submissions. The 30 working day extension applies to all stakeholders to ensure fairness and equal participation in the process.
NERSA published the draft report and accompanying consultation paper to allow industry participants and the public to review its analysis and contribute to the final outcome. The inquiry examines the structure and impact of fixed and capacity based charges within South Africa’s electricity distribution sector.
The consultation forms part of NERSA’s broader effort to support transparent and evidence based regulatory decision making. Stakeholders are encouraged to assess the methodology used in the inquiry, the supporting analysis, the preliminary findings, and the proposed regulatory recommendations.
NERSA has invited input from a wide range of participants including municipalities, Eskom, independent power producers, electricity traders, organised business, agricultural bodies, consumer groups, academic institutions and electricity users.
Stakeholders are invited to provide comments on, among other matters:
- the methodology and approach adopted in conducting the market inquiry;
- the evidence and analysis presented in the Draft Report;
- the preliminary findings and conclusions;
- the proposed regulatory recommendations; and
- any additional information that may assist NERSA in finalising the Draft Report.
Submissions may also include additional data or insights that could assist the regulator in refining its findings and finalising the report.
