- NERSA has extended the deadline for written comments on the proposed Market Code and Market Rules to 22 June 2026.
- The framework was submitted by NTCSA as part of South Africa’s ongoing electricity market reform process.
- A public hearing on the proposed rules is scheduled for 1 July 2026 via MS Teams.
The National Energy Regulator of South Africa (NERSA), has extended the deadline for public comments on the proposed Market Code and Market Rules submitted by the National Transmission Company South Africa (NTCSA) as part of the country’s electricity market restructuring process.
The regulator announced that stakeholders and members of the public will now have until 22 June 2026 to submit written comments, extending the original deadline of 29 May 2026.
The Market Code and Market Rules application was formally submitted to NERSA by NTCSA on 25 February 2026 in its role as a licensed Market Operator. The submission was made under Section 34B(3)(b) of South Africa’s Electricity Regulation Act, which requires the Market Operator to develop rules governing electricity market participation and operations for regulatory approval.
NERSA approved the consultation paper on 17 April 2026 and has since invited industry participants, investors and the public to provide feedback on the proposed framework.
The proposed Market Code and Market Rules are viewed as a key component of South Africa’s ongoing power sector reform programme, which aims to establish a more competitive and transparent electricity market while enabling broader private sector participation in generation and trading.
NERSA said the extension would provide stakeholders with additional time to review the consultation paper and submit detailed comments for consideration.
The documents are available on NERSA’s website at www.nersa.org.za under ‘Electricity>Consultation’, as required by the National Energy Regulator Act, 2004 (Act No. 40 of 2004).
Written comments should be submitted via email to marketcode@nersa.org.za. The closing date for written comments has been extended from 29 May 2026 to 22 June 2026. Comments received after the closing date will not be considered.
