The National Energy Regulator of South Africa (NERSA) announced today the commencement of the review process for municipal tariff applications for the financial year 2025/26, which are set to be implemented on 1 July 2025.ย
In line with this process, NERSA has issued a notice indicating a deadline for the submission of municipal tariff applications, which was 30 April 2025. To date, NERSA has received a total of 130 applications, all of which are supported by cost of supply studies. Nine of these applications were published for public comments on 24 April 2025, 91 applications published on 2 May 2025 and a further 30 applications published on 9 May 2025. The following licensees have submitted their tariff applications:
NERSA requires that all municipalities calculate their electricity tariffs based on the costs incurred inย supplying customers. This is a legal requirement in line with the judgement of the Nelson Mandela Bayย (the โNMBโ) matter which NERSA cannot deviate from. This requirement will be enforced to allย municipalities for their 2025/26 electricity tariffs. Should the municipality fail to comply with thisย requirement, it will face a risk of having its tariffs not approved.
NERSA values the input of all stakeholders, and its decision-making process will consider the writtenย comments received, as well as the thorough analysis of the applications. Stakeholders are encouragedย to provide written comments to municcomments@nersa.org.za on or before the stipulated closing dates.
