NERSA appoints members to Electricity Market Advisory Forum

  • New advisory forum to guide South Africa electricity market reform and wholesale market development.
  • Members drawn from government industry academia and civil society. 
  • Forum expected to strengthen regulatory decision making and stakeholder engagement.

The National Energy Regulator of South Africa has appointed members to the Electricity Market Advisory Forum, a new body established to support ongoing reforms in the country electricity sector.

The appointment is made in terms of section 5 of the Electricity Regulation Act of 2006. The forum will advise the Energy Regulator on electricity market reform, including the design and implementation of the wholesale electricity market, market codes, trading arrangements and related regulatory instruments.

NERSA is a statutory regulator established under the National Energy Regulator Act of 2004. Its mandate covers the regulation of the electricity piped gas and petroleum pipelines sectors in accordance with national legislation.

The Electricity Market Advisory Forum brings together expertise from across the energy value chain, including regulatory authorities industry bodies academic institutions and civil society organisations.

The EMAF comprises experts from diverse sectors, including regulatory authorities, industry associations, academia, and civil society. Members include:

  • Mr Rhulani Mathebula – National Energy Regulator of South Africa (NERSA)
  • Mr Mutshidza Nndwamato – Association of Municipal Electricity Utilities
  • Ms Letlhogonolo Tsoai – Business Unity South Africa
  • Mr Mutenda Tshipala – Eskom Holdings SOC
  • Dr Willem den Heijer – Ferro Alloy Producers Association
  • Mr Shreelin Naicker – Financial Sector Conduct Authority (FSCA)
  • Mr Lovemore Chilimanzi – South African Electricity Traders Association
  • Mr Craig Morkel – South African Oil and Gas Alliance
  • Dr Nicole Loser – The Green Connection
  • Dr Graeme Chown – Independent
  • Prof Katleho Moloi – University of South Africa
  • Prof Simon Roberts – University of Johannesburg
  • Dr Thando Vilakazi – Competition Tribunal
  • Dr Tracy Ledger – Public Affairs Research Institute

Alternate members are Prof Vally Padayachee representing the Association of Municipal Electricity Utilities and Tendani Mutshutshu from Eskom Holdings.

NERSA indicated that it reserves the right to appoint additional members to the forum as required.

The establishment of the Electricity Market Advisory Forum is viewed as a significant milestone in South Africa electricity reform programme. The forum is expected to improve stakeholder participation support sound regulatory outcomes and contribute to the development of a fair efficient and sustainable electricity market that delivers security of supply and value for money for consumers.
