Togo tenders for 27 solar minigrids to accelerate rural electrification drive

The Togolese government, through the Togolese Rural Electrification and Renewable Energies Agency, AT2ER, has launched a tender for the construction and operation of solar minigrids across 27 rural localities. The initiative forms part of the country’s broader ambition to achieve universal access to electricity by 2030.

The project is structured into two separate lots, both located in the Plateaux region in south central Togo. Lot 1 covers 11 localities with planned solar capacity of 1295 kW and battery storage of 2520 kWh. Lot 2 includes 16 localities with solar capacity of 1030 kW and storage capacity of 1850 kWh. Each lot is expected to be delivered within a 12 month timeframe.

Bidders are permitted to submit proposals for both lots, although only one lot may be awarded to a single bidder. The deadline for submissions is May 26, 2026.

The programme is financed by the Islamic Development Bank as part of Togo’s wider Rural Electrification Project, which targets the deployment of decentralised energy systems to underserved communities.

The tender supports Togo’s strategy to electrify 317 localities using off grid solar solutions. The government is seeking to significantly increase rural electrification, which stood at around 8% in 2021, to 50% by 2030.

In parallel, authorities are scaling up complementary initiatives including the Tinga Fund, which provides financial support to low-income households for electricity connections, and the CIZO programme, which promotes the adoption of solar home systems in remote areas.
