- The National Energy Regulator of South Africa (NERSA) has extended the deadline for written submissions and supporting evidence related to its Market Inquiry into Fixed Charges, the Generation Capacity Charge (GCC), and other associated tariffs levied by electricity distributors — including Eskom and municipalities — to 8 November 2025.
The inquiry’s purpose is to evaluate how fixed and capacity-based charges are structured and applied across the electricity distribution sector, and to assess their impact — particularly in instances where increases have exceeded Eskom’s approved 12.74% tariff adjustment.
NERSA’s Full-Time Regulator Member for Electricity Regulation, Nomfundo Maseti, said the regulator recognised both the importance of the matter and the need for comprehensive, evidence-based input from stakeholders.
“While NERSA appreciates the diligence required to provide meaningful submissions, it is equally mindful of the urgency with which the inquiry must be concluded,” Maseti said. “The extension is therefore granted to ensure that stakeholder contributions are thorough and of high quality, without compromising the overall timeline for delivering findings and recommendations.”
The deadline extension follows multiple requests from stakeholders seeking more time to prepare detailed submissions. Initially, the closing date was set for 25 October 2025, but the new deadline allows an additional two weeks for interested parties to participate.
NERSA said the extension reflects the complexity and significance of the issues under review and aims to ensure that all affected groups — including Eskom, municipalities, industry associations, and customers — have sufficient opportunity to contribute. All requirements and submission procedures outlined in the original notice remain unchanged.

The public hearing for oral representations will proceed as scheduled on 17 November 2025, and will be held virtually via Microsoft Teams, with a live stream available on X (formerly Twitter) and YouTube.
