The Government of Mozambique has relaunched a pre-qualification tender for a 30 MW solar photovoltaic project in Dondo District, Sofala Province, as part of its Renewable Energy Auction Promotion Programme. The move forms part of a broader strategy to expand generation capacity and diversify the national energy mix.
Originally launched on 30 September 2020, the PROLER programme is designed to attract private sector investment through competitive and transparent public tenders. The initiative focuses on selecting developers with strong technical and financial capacity, with the aim of delivering lower cost electricity to consumers.
The Dondo site was first tendered in 2020 under Mozambique’s PROLER programme and awarded to Total Eren in April 2022. The Energy Regulatory Authority has now relaunched the tender without providing a reason for reopening the process.
Funding support for the programme has been secured from the European Union through Agence Française de Développement. PROLER targets the procurement of Independent Power Producers for solar and wind projects with a combined capacity of around 120 MW.
The Ministry of Mineral Resources and Energy, acting through the Energy Regulatory Authority, will oversee the tender. The authority will manage a competitive process with a pre qualification stage to identify experienced developers capable of delivering the project.
The selected bidder will be responsible for the full project lifecycle, including development, financing, design, construction, operation and maintenance. The tender framework also includes a strong requirement for local participation, supporting domestic economic growth.
