Morocco commences 305MW Noor Atlas Solar Programme to boost renewable capacity

Morocco has taken a major step in expanding its renewable energy capacity with the launch of the 305 MW Noor Atlas solar photovoltaic programme. On 9 March 2026, the Moroccan Agency for Sustainable Energy (Masen) and the National Office of Electricity and Drinking Water (ONEE) signed the Power Purchase Agreements (PPAs) for the project while simultaneously commencing construction.

The initiative comprises six solar PV plants in Ain Béni Mathar (Jerada), Boudnib (Errachidia), Bouanane (Figuig), Enjil (Boulemane), Tata, and Tan-Tan, designed to deliver a combined 305 MW. Electricity generation is expected to begin by July 2027, contributing significantly to Morocco’s clean energy targets. Masen will oversee operations and maintenance under an engineering, procurement, and construction framework.

Financing for Noor Atlas combines concessional loans from Germany’s KfW Development Bank and the European Investment Bank with commercial support from the Bank of Africa. Construction is being executed by Moroccan-European consortiums, a strategic approach aimed at transferring technical skills, strengthening the national industrial ecosystem, and supporting job creation in host regions.

The project represents a high-profile investment opportunity for the country’s renewable sector, reinforcing Morocco’s position as a regional leader in solar energy while fostering industrial and economic development across multiple provinces.
