NERSA extends deadline for public comments on Draft Cost Recovery Rules for Independent Transmission Projects

  • The National Energy Regulator of South Africa (NERSA) has extended the deadline for written submissions on its draft Cost Recovery Rules for Independent Transmission Projects (ITPs) to 3 November 2025.

NERSA initially published the draft rules on 26 September 2025, inviting stakeholders and members of the public to submit comments by 27 October 2025. However, following several requests for more time, the regulator announced that submissions will now be accepted until 23:59 on 3 November 2025.

The extension aims to give stakeholders additional time to provide detailed and constructive feedback on the proposed regulatory framework, which will guide cost recovery mechanisms for private participation in electricity transmission infrastructure.

“As private sector involvement in transmission is a new development in South Africa, NERSA recognises the importance of creating an inclusive process that ensures a balanced approach—one that safeguards the interests of consumers, licensees and investors alike,” the regulator said.

Notwithstanding the extension of the deadline, the original notice, consultation paper and the draft rules are also available on the NERSA website at www.nersa.org.za ‘Electricity > Consultation > Notices.
